1, Background
information
The Fisheries Working Group, under the umbrella of
the SACB Food Security and Rural Development
Sectoral Committee, is a technical forum for all
agencies and professionals committed to the
sustainable management and development of the Marine
and Coastal Resources of Somalia. This includes
NGO’s, both national and international, UN agencies
and Donors. Active participation from TFG
representatives and regional Somali Administrations
is strongly encouraged.
2. Objective of the
FMR working group
The main aim of the Group is to provide
a platform for
all stakeholders to exchange information on, and
coordinate support to the Somali fisheries sector
This will be achieved
through promoting regular consultation and
collaboration among fishery sector stakeholders,
including administrators, scientists and those
involved in fishery production and marketing, with a
broader perspective of integrated aid intervention
and a coordinated development of the Fisheries
Sector and appropriate knowledge and sustainable use
of Coastal and Marine Resources.
The working group will support the overall
coordination and attempt further common approaches
with all stakeholders at all levels and will
specifically:
- Assist and guide Somali Institutions and Ngo`s to collect reliable and timely data on all
aspects of fisheries, in order to provide
information for planning, implementing and
subsequently monitoring fishery management and
development;
- Discuss and provide technical advise and
guidelines on matter of fisheries and marine/riverine
resources to all interested organizations;
- Contribute to the establishment of a legal
framework for responsible fisheries including
resources management and action against illegal
unreported and unregulated (IUU) fishing by
national and foreign vessels;
- Emphasize the social values of fisheries
as a source of food, employment and profit, and
hence the need and desirability of using fishing
methods and processes that do not endanger economic
and environmental viability by exhausting both
marine and riverine fishery resources;
- Encourage development of fisheries
products of acceptable quality, both in support of
food security than as development of new value added
products through improved post-harvest handling,
marketing, preservation and processing techniques.
3. Rules of
Procedure
Initially, meetings are scheduled to take place
every second Tuesday of each month for a limited
period of time that is decided by the
participants themselves in order to achieve the
expected results scheduled in the Annual FMRWG
Work Plan. Participation is open and not
compulsory.
The TOR and Annual Work Plan,
along with other documents endorsed by the
working group including PP presentations and
reports, will be downloadable from the SACB
website and will be sent to all Somali
organizations located in Somalia that are not
able to participate directly in the meetings;
All
the action points, findings and recommendation
will be presented monthly to the SACB
Food Security & Rural
Development Sectoral Committee Meeting;
A Co-chairing arrangement
will be adopted with the Chairs selected through
a transparent process of nominations and
finalization of candidates by consensus of
members. Co-chairs can be elected among UN
Agencies, Local or International NGO and Donor
Community;
An
Annual FMRWG Work Plan is developed every first
meeting of the year, including specific
objectives, activities and respective deadlines
scheduled for the given year and
An
Annual Report of Achievement should be compiled
by the Co-chairs and endorsed by the working
group and disseminated through the SACB to all
stakeholders at the end of each year.
TENTATIVE WORK PLAN FOR THE SACB FMR WG 2005
During his first year the F MR WG will focus more on
gathering and sharing all information available on
the sector.
On the specific will collect, organize and make
available any printed and digital information and
develop the following documents before the end of
the year:
1. Database established at regional and central
level identifying the following:

Existing local NGO’s working in the sector
-
Existing INGO’s working in the sectors
-
Existing fishery and trader associations
-
CV’s
of fishery experts, facilitating the recruitment
of Somali professionals.
2. Database on fishery related activities:
-
Previous and on-going
intervention map
-
A repository of any
relevant documents, photos, videos and other
information material such as project documents,
mission and project reports, scientific papers
etc…
- All this material will be made available on the Web
within an agreed information sharing system (FSAU
digital library, SACB webpage) and/or incorporate
within the Dynamic Atlas Framework.
3. Support to the WB/Joint Need Assessment and to
the Reconstruction and Development Programme
The F MR WG will provide inputs to the WB/Joint Need
Assessment and to the Reconstruction and Development
Programme in particular collaborating closely with
the consultants of the FAO/WB Fisheries Sector
Review. An apposite Consultative Workshop will be
held at the end of the Fishery sector review mission
for a participatory consultation of the review.
4. Develop the Annual Report of Achievement: A
compiled report of the FMR Working Group
achievements in 2005, to be endorsed by the FMR
working group will be prepared at the end of the
year and disseminated through the SACB to all stakeholders.
