Terms of Reference The
Agriculture Working Group (AWG), under the umbrella
of the Food Security and Rural Development Sectoral
Committee, is a forum of technical professionals
engaged in discussing technical issues relevant to
Somalia. Established in May 2000, it developed out
of the seed and irrigation working groups to address
agricultural issues from a broader perspective of
rural development. Its mandate, as endorsed in the
Terms of Reference, is to facilitate coordination
and further common approaches as detailed in the
SACB Agricultural Sector Strategic Framework
(2004). This includes the identification of and
agreement upon best practices in the sector and
within the context of a sustainable livelihoods
approach.
Past achievements include the
development of the SSS Agriculture Sector Strategy
and endorsement of various technical papers and
works. As its main guiding document, the Agriculture
Sector Strategic Framework presents a brief
analysis, identifies problems and opportunities, and
outlines a results-based strategy for development in
the sector. The overall objective of the strategy
is defined as: Food security improved and
livelihoods enhanced in Somalia. The purpose of the
strategy is that: SSS AWG members and partners plan
and implement appropriate and well-coordinated aid
interventions for increased agricultural incomes of
farming households.

different standards adopted in the various

Relevant stakeholders (including Somali ministry
staff) will be invited to attend and participate
in these meetings/workshops

Monthly briefings from
NGOs on their activities in Somalia. This
will include proposed new interventions
