Membership is open to all agencies active in the areas of education within Somalia. This includes NGOs, both national and international, UN agencies and Donors.  Membership also includes the regular participation of Somali Education professionals and local authorities from Somaliland, Puntland and Central/South Somalia. 

The ESC has adopted a co-chairing arrangement where the responsibilities of chair are shared between co-chairs.  The chair is selected through a transparent process of nominations and finalization of candidates by consensus of members.  Chairs are reassessed after one year with one position reassessed in January while the other is reassessed in June to ensure consistency and institutional memory.  Recognising the importance and cross-sectoral nature of HIV and AIDS, the committee has also nominated at least one member to interact with the HIV/AIDS working group on behalf of the Committee.
